East Side Neighborhood Development Corporation (ESNDC) - East Side Neighborhood Development Corporation was founded in 1979 by East Side residents and business owners in response to disinvestment in the Payne/Phalen Lake neighborhood due to an aging housing stock, rising crime rates, factory shutdowns, and business closings. Neighborhood Development Alliance (NeDA) - Neighborhood Development Alliance is a nonprofit community development corporation founded in 1989 and based on St. Paul's West Side. NeDA provides a variety of housing programs, as well as English and Spanish language homebuyer workshops and housing counseling services.
